Protein Industries Canada (PIC) is the plant-protein-focused Global Innovation Cluster. PIC’s 2025–26 Corporate Plan (March 10 2025) confirms the AI programme:

Three programme streams:

  1. Projects stream — individual SMEs incorporating AI as a core business function. Example focus areas: “Use AI to improve processing efficiency, reduce labour costs and improve food safety.”
  2. Systems stream — multi-partner sector competitiveness. Example: “Working within a data trust and pooling information related to the functionality, nutrition and chemical property of ingredients, the creation of a system whereby companies are creating and testing product formulations in a virtual world; Ingredients being analysed for nutritional composition, allergenicity, taste and texture; and Co-innovation of products based on ingredients available from different members of the system.”
  3. Community stream — societal-benefit AI applications. Example: “Design food products that help achieve certain health outcomes or to address health concerns; and Develop chain-of-custody systems to help reduce food waste and improve food security.”

Project selection by independent Project Selection Committee, with an additional data-feasibility study to ensure companies are prepared to work with AI technology.

Active and completed PIC AI projects (verified partial):

PIC mandate context. PIC’s broader mission: “Canada is a global leader in plant protein.” Mandate extends beyond AI to plant-protein ingredient manufacturing and food processing at large. PIC has a Technology Leadership Program, Capacity Building Program, and AI Program as the three pillars. The AI programme was the smallest of the three by total committed funding ($30M vs. PIC’s overall ~$150M+ envelope), but the AI programme was the first federally-funded cluster AI programme (PCAIS delivery mandate).

PIC’s broader strategic context (2025–26 Corporate Plan):

The Pea Genomic Selection Platform is the substantive Prairie × seed × AI anchor. Distinct from the Chile-Canada seed unit and from Brazilian seed-AI units. Inputs × AI × seed × pulse breeding is a public-private consortium model: PIC delivers federal funding, GIFS Ag Tech Enterprise Inc. is the lead, DL Seeds is the breeding-industry partner, USask Crop Development Centre is the academic partner, AAFC is the federal research partner. The platform consolidates genetic + phenotypic + environmental + pedigree data into a single database for AI-assisted pea breeding.

The PCAIS delivery mandate — substantive framing

PIC delivered the Government of Canada’s Pan-Canadian Artificial Intelligence Strategy (PCAIS) in the plant-protein sector. This is a delivery-mandate relationship: PIC administers the federal AI funding for plant-protein projects, with PCAIS providing the budget. Similar relationships exist for Ocean Supercluster (Pacific + Atlantic + Arctic fisheries AI; OnDeck Fisheries AI is a $1.5M PCAIS-funded project — see parallel scout §11A.2) and other Global Innovation Clusters.

The PCAIS mandate means PIC’s AI programme is not solely a cluster programme — it is a cluster-delivered federal strategy. This is substantively distinct from generic Global Innovation Cluster programming and is a structural feature of the Canadian federal AI architecture.

The PIC AI programme’s closure — substantive question

PIC’s Corporate Plan (March 2025) confirms: “There will be no new calls for projects in 2025–26.” Programme ends March 2026. As of July 2026, the PIC AI Programme is closed. The substantive question is what comes next for plant-protein AI:

  1. The AI for All national strategy (June 2026) does not name a PIC successor programme. The $500M RAII scaling does not include a plant-protein-specific stream.
  2. The Pea Genomic Selection Platform (announced January 14 2026) is the last PIC AI project before closure. It is a 2-year project that will run through January 2028 — beyond the PIC AI programme’s closure date.
  3. The data-trust framing in the Systems stream (“pooling information related to the functionality, nutrition and chemical property of ingredients”) is a distinctive PIC AI programme feature. Whether this carries forward into a successor programme is open.
  4. The DRIP training programme is a workforce AI-readiness example. Whether it carries forward is open.
