《数字乡村高质量发展行动计划(2026—2030年)》, jointly issued by the Cyberspace Administration of China (中央网信办), MARA, and the Ministry of Industry and Information Technology, announced 11 September 2026 — three days before this unit was written. It sets the 十五五 (15th Five-Year Plan) framework for digital rural development, succeeding the Digital Villages action plan for 2022–2025.
What the release establishes:
- Horizon and scope. To 2030: rural information infrastructure optimised; the integrated level of 乡村产业数字化 (rural industry digitalisation), 乡村建设信息化 (rural construction informatisation) and 乡村治理智慧化 (rural governance intelligence) “markedly raised”; a more complete sustainability mechanism; and farmers’ “sense of gain, happiness and security” in sharing information-technology fruits.
- The instrument set. Eight main development indicators to 2030 plus five areas and twenty-four work measures: consolidating the digital-village development base; raising the level of rural industry digitalisation; raising the level of rural construction informatisation; raising the level of rural governance intelligence; and stimulating internal momentum. Implementation requirements include strengthened policy coordination and resource pooling, a “correct view of political performance” (正确政绩观), and adaptation of measures to local conditions.
- The lineage it claims. Anchored in the “千万工程” (Thousand-Village Demonstration, Ten-Thousand-Village Rectification) experience — the rural environmental improvement programme that Chinese policy has generalised into a governing method — and in the fourth plenum deployment of the 20th Central Committee.
What the release does not contain: the text of the eight indicators (they are referenced, not listed), the measures, or any agriculture-specific AI provision. The release is a summary announcement; the plan document itself was not published with it.
What this unit is doing in the taxonomy
The freshest policy anchor in the corpus, and the one that corrects the corpus’s existing China policy framing. china-deepening-scan-rural-revitalization.md treats a “Rural Revitalization 2027 Plan” as one of three anchor documents, sourced to a consultancy brief (china-briefing.com). The primary 15th-Five-Year-Plan-era instrument for digital rural work is this plan, issued by three ministries — not a 2027 planning document. The earlier framing should be read as superseded.
It also establishes a structural point about where Chinese agri-AI governance sits: with the cyber-administration and the industry ministry, not only the agriculture ministry. Data, networks and industrial capability are co-owned portfolios.

- Three-ministry joint issuance is the story. Agricultural digitalisation in China is governed as much by the information-policy apparatus as by the agriculture ministry, which is unlike any other jurisdiction in this corpus.
- The triad — industry, construction, governance — is the definition of “digital village.” AI is not the organising concept: rural industry digitalisation is, with governance digitalisation as a parallel arm.

- “高质量发展” (high-quality development) in the title is a downgrade signal in disguise. The 2022–2025 plan was an expansion-era document (build the infrastructure); the 2026–2030 plan is framed around quality and sustainability mechanisms, which is consistent with the base being in place and the returns being uneven.
- 正确政绩观 (“correct view of political performance”) is included deliberately: it is the standard Chinese formulation against performative, target-chasing local projects — the same failure mode the corpus’s honesty thread tracks in vendor deployment claims, here acknowledged by the issuing ministries.
- The release is nine months into the 15th Five-Year Plan. Reading it as the start of a new phase would be wrong; it is the digital-rural component of an already-running plan cycle.
