China operates the world’s largest agricultural spray-drone fleet — over 300,000 units, more than 460 million mu treated annually per MARA’s January 2026 baseline. The technology’s unsolved problem, stated by the ministry’s own researchers, is where the chemical goes.

Wang Wei (王伟) of MARA’s Environmental Protection Research and Monitoring Institute states that plant-protection drone spraying “has not fully solved the technical problem of chemical dispersion”: the rotor-induced horseshoe vortex field enhances droplet entrainment, and roughly 25% of fine droplets drift to non-target areas, with volatile herbicides migrating up to several kilometres (半月谈 no. 14, 2026). This is the strongest independent technical caveat on Chinese spray drones located by the corpus, and it comes from inside the government rather than from an advocacy source.

- Gansu, 2024: a drift incident affecting 274 households with claimed losses exceeding CNY 2 million.
- Tianjin Baodi, 2025: drift damaging more than 600 mu of grapes.
- Henan, Hebei and Tianjin, April–May 2026 alone: roughly ten forensic drift-injury assessment requests.
- Shanghai Songjiang, August 2026: residents’ complaints about spray drift into residential areas.
These are news-reported case counts, not a systematic register: no national drift-incidence series exists. Chinese forensic assessment centres handle individual claims rather than aggregate statistics, so the corpus can say the problem is documented and cannot say how large it is.
The regulatory response, now arriving.
- NY/T 2882.10-2025 《植保无人飞机施药》 took effect 1 May 2026 — a spray-operation standard for plant-protection UAVs.
- NY/T 5405.1-2026 《植保无人飞机喷施农药田间药效试验准则》 takes effect 1 October 2026 — field-efficacy trial guidelines.
- Ten ministries issued the 《低空经济标准体系建设指南(2025年版)》 (low-altitude economy standards system guide) targeting a basic standards framework by 2027 and 300+ standards by 2030.
- Subsidy conditions are already the soft enforcement lever. Provincial machinery-subsidy schemes attach usage requirements: Anhui requires at least 200 mu of demonstrated work; Hubei requires evidence from the manufacturer’s platform data of at least 1,000 mu-times; Fujian requires a held operator certificate plus real-name registration. The manufacturer’s telemetry is the verification instrument — which is also, incidentally, how BeiDou terminal data was used in an audit investigation by Wuhan’s audit bureau in a machinery-subsidy case.
Why this is a governance story rather than a technology story. The operator, the landowner, the neighbouring farmer and the drone’s manufacturer sit in a liability chain that Chinese law is still assembling. Individual users flying their own land need no aviation licence and no airspace application, but operating units (companies, cooperatives) need an operating certificate; fines run from CNY 1,000–10,000 for unlicensed operation to CNY 50,000–500,000 for a unit without a certificate. Meanwhile the party harmed by drift is typically neither the operator nor the client.
What this unit is doing in the taxonomy
The corpus’s governance-of-harm unit for Chinese agritech — the first Chinese unit where the analytic subject is a technology’s externalities and the state’s response to them rather than its deployment. Why it matters for talks
- 25% fine-droplet drift, and kilometres of herbicide movement, from the ministry’s own institute. This is the single most quotable technical caveat on agricultural drones in the corpus and it is official, not activist.
- Scale and harm arrived in the same decade, not sequentially. China standardised spray operations only in 2026, roughly a decade after the fleet began growing. The sequence is the lesson: adoption outran governance.
- Subsidy telemetry becomes enforcement infrastructure. Platform data is already used to verify subsidy claims and to investigate fraud; the drift liability regime will run on the same data. Worth noting for any discussion of who holds agricultural machine data.
- The harmed party is off-farm. Drift governance is the clearest case in the corpus where the costs of an agricultural AI technology fall on people who never chose to adopt it.
Critical context
- Case counts are journalism, not statistics. The Gansu, Tianjin and 2026 figures are reported incidents; nothing establishes a national trend. The honest statement is “documented and officially acknowledged, magnitude unknown”.
- The 25% figure is a single expert statement in a magazine interview, not a published measurement. It is from a ministry institute scientist and is consistent with the peer-reviewed drift literature, but it is not itself a study.
- There is a peer-reviewed literature on Chinese drone deposition and drift, dominated by spray-parameter optimisation (nozzle type, flight height, adjuvant) rather than independent auditing of harm. The corpus should note the difference between optimising drift and accounting for it.
- No compensation-framework research was located — how claims are resolved, at what rate, and by whom, is the open question. The forensic assessment centres’ outputs are not public.
- The Beijing–provincial split is visible again. Standards and subsidy frameworks come from the centre; forensic assessments, complaints and case handling are provincial; the two are not yet integrated.
