Canadian Indigenous Data Sovereignty + AI in Agrifood
This unit consolidates the Indigenous Data Sovereignty (IDSov) + AI in Canadian agrifood substantive cell across four layers per the project’s ecosystem-mapping pattern: framework, Canadian institutional, operational deployment, critical-analytical voice. Substantive finding
The Canadian agrifood AI ecosystem has substantive operational deployments from Indigenous-led and Indigenous-partnered organisations that are ahead of the dedicated federal funding instrument for Indigenous-led agrifood AI. The framework side is rich (CARE, IEEE 2890-2025, OCAP, FNDGS, NCIAF); the deployments operationalise the framework’s principles but are funded through non-Indigenous-specific instruments (DFO, CanNor, BCSFA, BCSRIF). This is the framework-deployment funding-instrument gap — G-313.

Framework layer (international + Canadian Indigenous data governance)
CARE Principles for Indigenous Data Governance (Carroll, Garba, Figueroa-Rodríguez, et al. 2020, Data Science Journal 19:43, doi.org/10.5334/dsj-2020-043). Published 2019 (Gaborone); 1,808 citations. OCAP® (Ownership, Control, Access, Possession) — FNIGC, Ottawa. Established 1998 at the National Steering Committee meeting of the First Nations and Inuit Regional Longitudinal Health Survey. The acronym began as “OCA” (attributed to NSC member Cathryn George, Association of Iroquois and Allied Indians) and a “P” was added by the committee to acknowledge First Nations’ possession of their own data. FNIGC incorporated as a non-profit on 22 April 2010 (AFN Resolution #48/2009). OCAP® and PCAP® registered trademarks with the Canadian Intellectual Property Office (CIPO) — OCAP®/PCAP® logos granted August 2014; the acronyms themselves granted August 2015. Inuit Qaujimajatuqangit (IQ) — Government of Nunavut traditional knowledge framework. Eight IQ Societal Values (Government of Nunavut Department of Culture and Heritage): Inuuqatigiitsiarniq, Pijitsirniq, Pilimmaksarniq/Pijariuqsarniq, Piliriqatigiinniq/Ikajuqtugiinniq, Tunnganarniq, Aajiiqatigiinniq, Qanuqtuurniq, Avatittinnik Kamatsiarniq.
