Context

Virkkunen’s framing is the load-bearing EU institutional position linking open-source AI to European sovereign capability. Three structurally important moves:

  1. Openness + trust + strategic autonomy as a triad. The framing bundles open-source with values-aligned governance, distinct from US-anchored permissive regime and China-anchored state-aligned release. The openness is means, the autonomy is end.
  2. 24 EU languages as substantive scope. The EUROPA consortium (Domyn-led) is covering all 24 official EU languages — including the low-resource languages (Maltese, Irish, Latvian, Lithuanian, Estonian, Slovenian, Slovak) that no commercial frontier model has covered at frontier quality.
